Private Label Face Serum Manufacturing: What Drives Cost
Serum carries the best margins in most skincare ranges, which is why almost every new brand starts there. It is also the product where two suppliers can quote for what sounds like the same thing and land 40 per cent apart. The gap is never random. It comes down to four variables.
1. Active Load
This is the largest single driver. A hydrating serum built on glycerin, hyaluronic acid and panthenol costs a fraction of one built around encapsulated retinoids or high-purity peptides. The difference is not the water — it is the two or three ingredients doing the work.
When you compare quotes, compare the active percentages. A quote that looks cheap is often a lower load of the same ingredient, which will read well on the front of the carton and less well on the ingredient list.
One practical note: higher active load is not automatically better. Some actives destabilise a formula, some need a specific pH, and some cause the colour to shift over time. That is what the stability work is for.
2. Viscosity and Rheology
Serums range from water-thin (like a toner) to a light gel. Viscosity affects the thickening system, the mixing process, and critically, how the product behaves in the pack. A thin serum in a dropper is straightforward. The same serum in an airless pump may need adjusting so it dispenses evenly rather than spitting.
If your brief says "lightweight serum", expect the lab to ask whether you mean water-thin or gel. Those are different formulas with different costs.
3. The Pack
Dropper bottles are the cheapest and the most flexible — a wide range of viscosities work in them. Airless pumps cost more per unit but protect sensitive actives from air and light, and they dispense a metered dose. Glass with a pump or a heavy-wall bottle pushes cost up further, and adds breakage risk in transit.
Worth knowing: airless pumps have a dead volume, typically 3 to 8 per cent of the fill. If you specify a 30 ml fill in an airless pack, the customer will not get 30 ml of usable product. Brands that understand this specify the dispensed volume instead.
4. Fill Weight and Tolerances
Filling is usually priced per unit, and small fills cost relatively more because the line still has to handle the container. A 15 ml mini and a 100 ml bottle do not cost the same to fill despite the five-fold difference in content.
Fill accuracy also matters. A tight tolerance — say plus or minus 1 per cent — requires checkweighing and slows the line. A looser tolerance is cheaper but can create problems in markets with strict net-content rules.
What Testing Adds
- Accelerated stability — non-negotiable for anything with a sensitive active.
- Preservative efficacy — essential for water-based formulas, which is what a serum is.
- Compatibility testing — especially important with airless pumps, where a formula that works in a dropper can fail to dispense.
Where Brands Overspend
The most common overspend is packaging chosen for a photograph rather than for production. A bespoke glass mould runs into tens of thousands of dollars and months of lead time. For a first order, a stock bottle with a custom label usually delivers the same shelf presence at a fraction of the cost and risk.
The second most common is over-specifying actives in a product where the customer will never perceive the difference — for example, pushing a higher load of an ingredient whose effect is invisible at any realistic concentration.
Realistic Costing Approach
Start from the retail price you need to hit, work backwards to a target unit cost including packaging, and give the manufacturer that number. A factory that knows your ceiling will tell you which levers to pull. A factory given no ceiling will propose the most expensive option that fits the brief, because that is what the brief asked for.
