What ISO 22716 Certification Actually Means for Your Brand
ISO 22716 is the international guideline for good manufacturing practices in cosmetics. It was written specifically for the cosmetics industry, which distinguishes it from generic ISO 9001 quality management certification, and it is the standard most regulators and large retailers now expect a manufacturer to hold.
That much is easy. What is less easy is working out whether a specific certificate means what you think it means.
What the Standard Covers
ISO 22716 sets out requirements across the whole production chain: premises, equipment, raw materials, production, finished product testing, packaging, storage and shipping. It also covers the people side — training records, hygiene requirements, and documented responsibilities.
The core idea is traceability. If a batch has a problem, an ISO 22716 certified facility should be able to trace it back through the batch record to the raw material lots used, and forward to the customers who received it.
What the Certificate Does Not Tell You
- Scope. Certificates list a scope. A facility might be certified for cream production but not for aerosols, or for one building and not another. Read the scope, not the logo.
- Currency. Certificates expire. Check the date and ask for the most recent audit report summary.
- Which auditor. Not all certification bodies carry the same weight. Ask who issued it and whether it is accredited.
- Whether it is actually followed. A certificate reflects the day of the audit. Batch record discipline in the months afterwards is what you are really buying.
ISO 22716 and "GMP" Are Not the Same Thing
GMP is a general concept — good manufacturing practice — and different markets define it differently. The US FDA has its own expectations under MoCRA. ASEAN, China and the EU each have their own frameworks. ISO 22716 is a specific, internationally recognised standard that maps closely onto most of them.
When a supplier says "we are GMP certified", ask which GMP and under which scheme. When they say "ISO 22716", ask for the certificate number and scope. The second answer is usually more specific.
The Questions Worth Asking a Supplier
- Can we see the ISO 22716 certificate, including the scope statement and expiry date?
- Which production lines are covered, and will our product run on those lines?
- How are raw materials quarantined before release?
- What does a batch record contain, and can we see a redacted example?
- How do you handle a customer complaint that turns out to be a batch issue?
- Do you support CPNP notification and can you supply a Cosmetic Product Safety Report?
A manufacturer that answers these without hesitating is telling you something useful. So is one that has to check.
Why It Matters Commercially, Not Just Legally
There is a commercial argument alongside the compliance one. Retail buyers, distributors and marketplace compliance teams increasingly ask for the manufacturer's certifications during onboarding. If your factory's documentation is thin, the delay lands on you, and it lands after you have already paid for stock.
There is also a quality argument. Almost every serious production failure — separation, microbial contamination, colour drift between batches — traces back to a GMP control that was skipped. The certificate is a proxy for the controls.
