Sunscreen behaves like a cosmetic commercially and like a drug regulatorily. That combination makes it the most expensive product category to launch, and the most misunderstood.

Private Label Sunscreen: SPF Testing, Claims and Fill Limits

Sunscreen is the product category where the regulatory burden is highest and the margin is often best. It is also the category where brands most often underestimate the budget, because the cost of getting to a launchable product is driven by testing rather than by filling. Understanding the sequence before you commit to a brief prevents an expensive surprise halfway through a project.

SPF Is a Test Result, Not a Recipe

There is no formula that guarantees SPF 50. You build a system that should deliver a target, then you test it, and the number you get is the number you may print. A well designed blend of organic and inorganic filters with good film former technology will land close to the target, but a one unit miss on a SPF 50 claim means a reformulation and a repeat test.

Practical guidance from our own development work: aim one to two SPF units above your target on the first attempt. Aiming exactly at 50 and landing at 48 costs a full retest cycle.

In Vitro and In Vivo Testing

  • In vivo. The reference method in most markets. Twenty to twenty five volunteers with a defined minimal erythema dose, a defined application rate of 2 milligrams per square centimetre, and a specific light source. Cost is significant and results depend on the laboratory, so use an accredited lab whose output regulators already accept.
  • In vitro. Useful for screening and for supporting broad spectrum claims in some markets when the method is accepted. Cheaper and faster, sometimes within two weeks.
  • Water resistance. A separate test on top of the SPF figure. Only claim it if you have run the immersion protocol, usually two 20 minute periods in a controlled bath.
  • Broad spectrum. The critical wavelength method establishes whether you can claim UVA protection alongside SPF. This is the test that most often reveals a formula with excellent UVB performance and poor UVA coverage.

UV Filters by Market

The list of permitted filters differs meaningfully between the European Union, the United States, Australia and the ASEAN countries. A formula compliant in the European Union may use filters that are not approved in the United States, and the reverse is also true. Several modern and pleasant-to-use filters are approved in the European Union and have no US equivalent.

This is the single most important question to answer before sampling. If you intend to sell in the United States, agree the filter list first and accept the sensory limitations that follow. Trying to change the filter system after a formula is approved invalidates the SPF test and the safety assessment.

Fill Weight and the 30 Millilitre Trap

Testing is a fixed cost per formula, not a cost per unit. A brand that launches one SKU in one size pays it once. A brand that launches the same formula in 30, 50 and 100 millilitre tubes with slightly different fill weights may face additional confirmatory testing in some markets, and a brand that launches four different SPF values on one base pays four times.

The commercial implication is straightforward. Launch fewer SPF variants at launch, support them well, and add sizes once the first two are selling. We regularly see small brands with five half-tested SKUs and a budget that would have covered three fully documented ones.

Lead Times Are Longer Than You Expect

A sunscreen project typically runs 14 to 22 weeks from brief to first shippable bulk. Formula development with sensory trials accounts for three to four weeks, stability and compatibility six to eight weeks, then the UV testing and safety assessment before packaging can be filled. Peak season demand in most markets falls between March and August, so a project intended for a summer launch should start in the autumn of the previous year.

If your timeline is shorter, the realistic option is an existing tested base from the manufacturer's library. That is faster and cheaper and the trade-off is that your point of difference has to come from branding, packaging and claims rather than from a unique formula.

Claims Worth Making

Broad spectrum protection, SPF as tested, water resistant up to 80 minutes, suitable for daily use. What you should not write is anything implying protection beyond the tested figure, or claims about preventing skin cancer, ageing or damage. Those are drug claims in nearly every jurisdiction and they move a cosmetic sunscreen into the medicinal category.
